Recommendation:
I strongly recommend that the South Coast Air Quality Management
District (AQMD) withhold the issuance of “permits to construct” and proposed Title V Revision
for the Palos Verdes Landfill.
My request is based on a technical analysis pertaining to the air
quality assessment conducted by the Los Angeles County Sanitation District used to support its
regulatory submittals.
Based on my review I find that the District’s analysis is (a) inconsistent
with EPA’s modeling guidance and (b) likely to underestimate substantially the ambient
concentrations and risks associated with PVLF emissions of uncontrolled landfill gas (LFG) to
the air. The major findings of my review are discussed below and explain why AQMD should
require that the District to conduct a scientifically valid assessment of air impacts and health risk
and to take additional corrective actions as needed prior to issuing the permits.

SBOSTF meeting summary response:
The landfill owners have used air data from 1981 Redondo Beach to determine the Health Risks for Palos Verdes. The owners also used an obsolete air modeling program in the modeling of this air data. It goes on and on.....
The current report is invalid and to ensure the community health, a valid air study needs to be completed.
The Air Resource Board in 2009 said that we have an 85% efficiency of collecting toxic landfill gases; the owner says we have a 99% gas collection efficiency.
Appendix D: Evaluation of Landfill Gas Collection Efficiency
The 15% difference of migrating gases directly effects the Health Risk Assessment.
The experts say that that 15% more in exposure changes the whole Health Risk Assessment as you can imagine. Exposure to more toxins creates greater risk.
One has to wonder why the owners will not do this the right way.
The AQMD District Board has the permitting authority over this landfill site for gas emissions. Write to Judy Mitchell, Rolling Hills Councilperson, cc: Doug Prichard, RH City Manager and tell you don't want AQMD to issue the Permit for a gas to energy center until a real study of risks is completed.

SOUTH BAY OPEN SPACE TASK FORCE
RESPONSE TO MARCH 2009 5-YEAR REVIEW
After careful examination of the Five Year Review, the Sierra Club South Bay Open Space Task Force held a public meeting on May 18, 2009, to share their findings and conclusions.
Contrary to the beautiful ad to the right, the AQMD review was found to be flawed.
The summary and requested corrective action for a new, complete health risk assessment are documented in the letter below from the task force to DTSC.
